Rules for Official Halo Servers

Bungie Studios has recruited the expertise and experience of the HomeLAN
server admin team to help maintain law and order on our Official Servers. In
addition to the automatic systems in place to deal with team-killers,
HomeLAN will have real-life human beings maintaing a presence on all of
these servers to make sure the experience is great for everyone. All of the
Bungie/HomeLAN official servers will share a common ban list so when a
trouble maker is kicked from one server, you don't have to worry about
running into them again on any of our servers. Please read the Official
Server Rules below before playing on our servers to avoid running into
trouble and winding up a banned player.
We trust the professionals at HomeLAN and they will use
their judgement and have final say for any issues regarding a player being
banned from these servers. DO NOT CONTACT BUNGIE FOR SERVER ADMIN ISSUES.
Any questions about server rules, why you were banned or an appeal to be
unbanned should all be directed to HomeLAN at
halobans@homelanfed.com.
HomeLAN Admins can be identified by their charming
demeanor, good sportsmanship, and their [HF] or HF| tags. If you meet up
with a player who behaves as anything other than a pleasant, agreeable
player who enforces policy when necessary, chances are he's not a real
HomeLAN Admin. Your feedback regarding HomeLAN Admins is always welcome at

Halo PC/Mac Official Server Rules

| There is
a very simple concept in regard to gaming in general that may be applied to
the Official Halo servers provided by Bungie and HomeLAN: Be a good and fair
player.
That means you:
- DO NOT CHEAT
- DO NOT BE A BIGOT (Racism/Sexism)
- DO NOT PURPOSELY KILL, INJURE, OR HINDER YOUR OWN TEAM
- DO NOT REPEATEDLY HARASS OTHER PLAYERS
- DO NOT MISREPRESENT YOURSELF AS AN OFFICIAL BUNGIE,
MICROSOFT, OR HOMELAN EMPLOYEE OR VOLUNTEER
The vast majority of us come to play Halo and have a
good game. If someone comes to an Official server looking to ruin the game
for others, by attacking their own teammates or otherwise just trying to
aggravate or annoy people, then they will need to play somewhere else.
Admins will be available to protect regular players from malicious ones, and
to help malicious players make the choice if they decide not to do it
themselves.
For a further explanation of the rules for Official
Servers and how HomeLAN Federation admins will be enforcing them, see below:
Article I : Cheating
A) What is 'cheating'?
There are currently no known cheats for Halo PC; we
hope it stays that way. Typical cheats tend to allow people to see through
walls, provide aiming assistance, or otherwise make the game less of a test
of skill and more of an ego boost for the cheater by unfairly increasing his
kills, and to make other users less happy and harder for them to enjoy their
game.
The typical HomeLAN rule against voicechat does not
apply to Halo, as the action is too fast and lives typically are not
limited. You are permitted to use voicechat (such as TeamSpeak, Ventrilo, or
what have you) with friends or clanmmates.
Another type of cheating is exploitative cheating:
things like abusing map glitches or other bugs in the game that make you
invulnerable, invisible, able to see through certain walls, or puts the
player in an inaccessible place. Halo has relatively few bugs of this
fashion, but you are advised to listen to the admin's warnings if you are
doing something shady or questionable.
There is a certain amount of gray area in any given
game; the admin will be happy to clear up any confusion. When in doubt,
please consult an admin on the server.
B) What's so bad about cheating?
A game is defined as "a competitive activity or sport
in which players contend with each other according to a set of rules: the
game of basketball; the game of gin rummy." The essence or spirit of a game
is that everyone agrees to these rules and plays the game accordingly. May
the best player win. If you were to play in a game of basketball and a
player didn't have to dribble the ball, or if the ball automatically went
into the hoop, it wouldn't be much fun for anyone (and honestly, we have a
hard time seeing how it's fun even for the cheater). If you're playing cards
with someone and they just start looking through the deck and picking the
cards they want, the challenge is gone. The purpose of a game is to win
according to the rules. Rules make the game. So according to the definition,
cheaters aren't actually playing the game. So when a cheater is removed, all
we are actually doing is helping them leave, since they weren't playing the
game anyway.
C) What determines cheating?
As said previously, at the time of this policy's
creation, cheating is not a problem. If it does become an issue in the
future, cheaters may be detected with admin-assistance software created by
the developers and HomeLAN, or may be detected by an admin present. In any
given situation, the final authority rests with the admin.
If the person is not caught cheating, or there is doubt
involved, then no action will be taken whatsoever. Either a suspect is
cheating and deserves to be removed, or they are not and don't deserve to be
punished in any way. We don't kick 'suspected' cheaters.
D) What is the penalty for cheating?
The penalty for cheating or exploiting on Official Halo
servers monitored by HomeLAN can include a global ban across ALL Official
servers. This means that you will no longer be able to play on any Official
server run for Halo PC. While this does leave you with private servers as an
option, it is possible you may decide down the road cheating isn't much fun,
and then realize you are no longer eligible for protection by HomeLAN Admins.
Article II : Racism/Sexism
A) What is racism/sexism?
While unfortunately common, racism and/or sexism are
not tolerated on Official Halo servers. Making derogatory comments based on
a person's real or imagined race, religion, creed, sex, or sexual
orientation is not allowed and grounds for immediate removal, with or
without warning.
It's rather fashionable these days, for example, to
attempt to insult someone by calling them a homosexual or a derogatory
synonym of that. The insult is not in that they were called 'gay', but that
the term itself is being used in a negative fashion. In essence, it is
insulting the entire homosexual community, by saying what they are is a bad
thing. Additionally, it's an attempt to insult the player, game, or whatever
you're calling 'gay'. The same goes for racist language and other attempts
at such slander. We do not take it lightly.
B) What's so bad about racism/sexism?
The same thing that makes hatespeech or assault against
a person based on their race, creed, sex, or sexual preference illegal, and
even more of a crime than just doing it to some random person. It's the same
reason no sane person likes the KKK or Nazis, and doesn't care to be
associated with them. And being that the majority of people play games as
recreation and to relax or unwind after a day of school and/or work, the
last thing they need is some immature player deliberately provoking them by
using bitter and antagonistic language. If they're saying it to deliberately
get a rise out of people, then it's just as bad as harassment, TKing, or
anything else. It's 'being a jerk'. If they are sincere in their saying of
it, then they need to play elsewhere. Bigots are not welcome on Official
Halo or ANY HomeLAN servers.
C) What determines racism/sexism?
It's fairly obvious to most people, but racial slurs of
nearly any kind can be grounds for removal. Essentially, any group that
people can be classified into has a negative term for it. Don't use that
term. The admin makes the call on hatespeech.
D) What is the penalty for racism/sexism?
For a first or minor infraction, the player in question
is typically warned against such behavior and asked politely to desist. If
they should continue, they are removed. Extreme hatespeech, racism or sexism
may call for immediate removal, with or without warning. Global bans against
such acts are also common.
Article III : Teamkilling
A) What is teamkilling?
Teamkilling takes numerous forms, but the most common
is a player deliberately pointing their weapon at teammates and making
bullets come out. Whether they are killing teammates outright or
injuring/hindering them, teamkilling occurs by doing it on purpose. The most
obvious acts are, for example, when a player joins a server, throws a
grenade at the spawn and kills or damages multiple teammates.
Teamkilling is also doing such acts as standing in
doorways to expressly prohibit the entrance or exit of teammates,
deliberately taking the flag or objective and then going off the map with it
or otherwise attempting to prevent the friendly team from winning or
completing their objectives, or driving over your own teammates purposely in
a Warthog (which can happen accidentally to the best of us; those tires are
slippery. Just don't do it deliberately). When in doubt, refer to the basic
premise of these rules: being a jerk can get you removed.
Teamkilling can also be flooding voice or text chat so
that teammates (or both teams) can't see messages, warnings, or otherwise
effectively use the chat system (which is there for a reason).
B) What's so bad about teamkilling?
There probably isn't a more obvious way to break the
'don't be a jerk' clause. It's not like a team doesn't already have its work
cut out for it, what with an opposing team of equal or possibly greater
forces, a flag to capture (and one to defend), or on Team Slayer maps,
another team to beat to a bloody pulp. Having a teammate shooting them as
they try to help their team often makes players drop in disgust or
frustration, which only further imbalances the teams. And this spoils the
game for the opposing team as well, because the TKer is ruining their
competition. So teamkillers are essentially ruining the game for everyone
present, for their own amusement or out of spite, and at the cost of 15
other players losing their enjoyment.
C) What determines teamkilling?
It tends to be obvious when someone is teamkilling, as
they usually lack creativity and will just shoot their allies in the back
over and over. You'll typically see a lot of "____ was betrayed by
", however the server does track teamkills now
and may ban you accordingly. The admin present will make the call, of
course.
D) What is the penalty for teamkilling?
Teamkilling usually isn't a grief player (one who comes
into the server with the express purpose of taking our their insecurities or
shortcomings on people trying to have a good time), but someone who's just
angry at the world for the moment. However, TKing (teamkilling) will result
in removal and a possible server ban. Repeated infractions, or someone who
IS a grief player, will result in a Global ban (the same sort of service we
provide to cheaters).
Article IV : Harassment
A) What is harassment?
Harassment is teamkilling, racism/sexism, a
combination, or just out and out annoyance directed at a specific player or
players. Harassment usually happens when someone is killed or bested
repeatedly by a superior player, and therefore resorts to the chatwindow to
try and 'win' against them. It's a rather sad and pitable form, but we don't
permit it.
Another type of harassment is the impersonation or
false representation of oneself as a spokesman or employee of Bungie,
Microsoft, or HomeLAN. This is typically done in a method to try and be a
'big shot', by saying "I AM AN ADMIN AND I'LL BAN YOU IF YOU DON'T DO WHAT I
SAY" or something along those lines.
For regular players: HomeLAN Federation admins will not
flaunt their 'power' (as it is) or try to be a big shot. They are there to
play the game and keep it fun for everyone. They won't try to intimidate
anyone or impress anyone. If you see someone bragging about admin rights,
it's safe to bet they are full of it. HomeLAN Admins tend to play the game
like anyone else, up until the point someone is trying to spoil the game.
Then they warn them, remove when necessary, and go back to playing the game.

Every report is looked into with the utmost seriousness.
B) What's so bad about harassment?
For one, it's an annoyance to someone who was likely
just looking to relax and enjoy themselves. It's typically unwelcome. And it
makes players uncomfortable and unhappy. Additionally, it means that if the
harasser is sitting there typing out insults, they aren't helping their
team. They're not playing the game. So they might as well leave anyway.
If they are pretending to be Microsoft, Bungie, or
HomeLAN personnel, then they are taking away from the game by their repeated
posing and threats. We consider it a serious matter to falsely represent
yourself as an authority figure on Official servers, as it not only lowers
player confidence in the role being misrepresented, but can also cause
players to feel that the developers or admins are unwilling or unable to
assist them with malicious players.
C) What determines harassment?
Admins on the server are typically involved with the
game, but will point out or warn for any excessive or repeated harassment of
a particular player. Targetting someone on the opposing team (or on their
own team) and trying to make the game unbearable for them is what harassment
consists of. The admin will make the call.
D) What is the penalty for harassment?
Admins will typically try to defuse or calm the
situation before applying any force to the situation. Most people are
generally decent folk at heart, and will calm down and get back to task with
a polite reminder. Players that just can't let it go may be kicked after the
warning, or banned from the server for repeated harassment. Players with a
history of harassment may be subject to a Global ban from the Official Halo
servers.
Article V: Everything Else. Having Fun.
Deliberately trying to take the fun out of a game for
other users is the essence of these rules. When a player is trying to make
the game unfair, uncomfortable, unfun, or unbearable for another player on
the server, their own team, or just everyone on the server, then they are
breaking the rules, written or implied.
It's generally supposed that 95%+ of people on the Halo
servers are looking for a challenge, and love nothing more than a good game.
These are the sort of people Bungie goes to the trouble of providing
Official servers for, and whom we at HomeLAN love playing with (or against).
Our admins are almost exclusively volunteers, because they love games, and,
being that games are nothing more than a set of rules, they respect and
enforce the rules and the game itself.
The small minority of cheaters, 'grief' players, and
other abusive individuals, while short in numbers, can effectively impair,
harass, or even disable a server, which puts 15 other Halo players
effectively out of commission, since they can't do what they came to do in
peace. While we believe in freedom and self-expression, a user's freedom of
speech, expression, and pursuit of happiness ends the moment they attempt to
take away the freedom of all the other players on the servers. Our patrons
came to play. They agreed to the rules and are having fun. Someone joining
and being a jerk means they have no respect for the rules, and hence, no
respect for the game. We don't have time for that. We came to play.

dont think that only applies to games with admins or HomeLAN people: i was playing a team game once and someone with a racist username joined; my ally got on the phone with like 6 other people from his clan, and had all the people on the racist's team switch to ours. the person ended up leaving; 11 on 1 was too much for him
